ELS Enhances Texas Presence | Daily Business News

MarketWatch reports Equity LifeStyle Properties, Inc. (ELS) acquired two land lease communities in Texas comprised of 1,765 sites on 175 acres for $25 million cash. Located in the Rio Grande Valley, age-restricted Victoria Palms Resort, with 270 manufactured homesites and 893 RV sites, and Alamo Palms, also age-restricted with 293 MH sites and 350 RV sites, add to the company?s presence in the south Texas market. ELS? portfolio already includes eight properties with 5,100 sites in the area. As MHProNews knows, ELS owns or has an interest in 383 MHC and RV properties in the U.S. and British Columbia, Canada comprised of 142,679 sites. ELS closed down in trading Dec. 28, -0.75% at 66.50.

Kentucky loses to Louisville. Many pundits see more silver lining than cloud. All I see is a loss, but I am forced to admit that this may have been the best game Kentucky played all year for 35 of the 40 minutes.

    It was something of a tribute to John Calipari that he could lose all five starters from last season and still enter 2012-13 with his Kentucky team ranked No. 3 in the nation. Let's call that one extreme opinion regarding the Wildcats.

    At the other extreme, of course, is the fact that UK was dropped from the rankings entirely after losing consecutive games at Notre Dame and at home against Baylor. At this writing the Wildcats are still unranked in the AP poll. (That won't last.)

Wonky glutton testing tenses, producing circular writing, and getting ...

Today, we eased into the lesson by talking about their Christmas (the Spanish have their family get-together over dinner on 24th, called ?Noche Buena? (Good Night). Normally, a lot of the speaking activities are done among themselves, but, this time, I decided to participate and act as the ?host?, so to speak. Out of this came structures such as the passive construction of get/have something done

  • I had to have my car fixed on Christmas Eve because the exhaust pipe just fell off

and lexis such as

  • wonky
  • greed (n), greedy (adj)
  • glutton (the person), gluttony (the habit)
  • rehearse (v), rehearsal (n)
  • exhaust pipe.

As the conversation started to die a natural death, I asked them to remind me of what we?d been doing the past couple of lessons, and this was basically adjectives and tenses.

Since there were five today, I went around the table, going 1-2-3?; I had 12 sentences, which meant the first two students would have 3 numbers, which was quite all right since the first two sentences would be the most basic. I told them to remember their numbers, ICQd them, and beamed the above graphics.

First, I explained that the dots were meant to represent points in time, the double-headed arrows represent something happening during that period and the arcs show that the two points are somehow connected. I wasn?t sure how this would work out, but the important thing for me is for them to understand the concept of each tense shown. I must confess the idea of the graphics isn?t entirely my own; I adapted them from Useful Charts.

The idea was for me to beam up a sentence one at a time, and the student whose number corresponds to that on the WB, comes up and mark the number of the sentence on the chart. Note also that I meant this chart to be used to ?test? rather than to ?teach?. They?d previously worked on the past tenses, but not the future tenses; I threw in a couple of them anyway. Most of you will know that the practical usage of English tenses (especially the future) is not straightforward, and this chart paints a broad picture, but, at the same time, I consider it to be useful. These were the sentences:

  1. I have breakfast every morning.
  2. I ate breakfast at 7am this morning.
  3. I will have lunch later.
  4. I am studying.
  5. I was studying when you rang me.
  6. I will be studying again in the evening.
  7. I?ve just had breakfast.
  8. I?d already had breakfast when you brought the ?churros?.
  9. I will have already eaten by the time you come home.
  10. I?d been studying for four hours when you rang me.
  11. I?ve been studying all morning.
  12. I?ll have been studying for three hours by the time you go out.

Well, I was very pleasantly surprised. They did it perfectly, coincided with my own answers except for one, which was interchangeable, anyway. To make sure, I CCQd them on some of the sentences, and all their answers were spot on. Examples:

  • Referring to #8: if you brought the ?churros? at dot no. 2, which dot can represent your having breakfast?
  • Referring to #9: which happened earlier ? your coming home or my having eaten?
  • Referring to #12: if you?re going out at midnight, what time will I start studying?

For the free practice stage, I used a circular writing activity inspired by Nik Peachey, a valued member of most of our PLN. You can read about it here. Nik, if you?re reading this, the published date there can?t be right! ;-)

I had them write a sentence each, the stories circulated until they had their own story back. At this point, I had them write a last line, and stopped the activity. This sort of gave them a chance to bring the story back to their own vision of it. Here?s an uncorrected example.

?It was a dark and stormy night and Daniel was watching a famous horror film in his living room. His mother had been shopping all day and she hadn?t got home yet. When, suddenly, he received an unexpected phone call that rang twice. Deep in his heart he knew that something terrible was going to happen. Daniel came out his house and discovered that somebody had stolen his new car. It was a Ferrari! He was praying all the time, waiting for good news, but instead of good news he received the worst in his whole life.
His brother had stolen his car and he had escape with Daniel?s girlfriend. He needed an explanation to understand why that happened, so he decided to phone Carol, his girlfriend. Nobody answered and he started to get impatient. Life went on and he never had news about them. That?s why this sensitive, kind, friendly and happy man became to a helpless, stubborn and sad one.?>>

While they were writing, I monitored and corrected individually. When I stopped the activity, they all read the stories again, we talked about it and I asked which they liked the best.

At this point, there was just about enough time to squeeze in a listening activity. One of the students had requested some listenings with difficult/different accents. I decided to try this one on them. It was a BBC recording of a group of bakers from Lancashire discussing expressions they used when they got angry. Before this, we discussed what made them angry, what expressions they?d use, etc.

As I?d expected, they found it extremely challenging, but here are some of the lexis which came out of it.

  • annoyed
  • angry
  • mad ? hopping mad
  • losing it
  • put out
  • cheesed off
  • livid
  • cross
  • blew me (my) top

I told them I use ?fed up? and ?(f?.ing) pissed off? a lot.

On that note, we ended the lesson? with New Year greetings so no-one went home angry!

ALBANY, N.Y. (AP) ? William Spengler raised no alarms in prison for 17 years and for more than a decade afterward. Well-spoken, well-behaved and intelligent, his demeanor was praised by four straight parole boards that nevertheless denied him parole, worried that bludgeoning his 92-year-old grandmother with a hammer showed a violent streak that could explode again.

After his sentence was up in 1996, he stayed out of trouble until 2010, police said Friday. That's when Spengler went to a sporting goods store with a neighbor's daughter, picked out a Bushmaster semiautomatic rifle and a shotgun and had her buy the guns that the convicted felon couldn't legally possess. On Monday, he used the weapons to ambush firefighters lured to a blaze he set at his house in upstate Webster, killing two people and wounding three others before killing himself.

On Friday, state and federal authorities charged the woman who bought the guns, 24-year-old Dawn Nguyen, with lying on a form that said she would be the owner of the guns she bought for Spengler.

The charges involve the semiautomatic rifle and the 12-gauge shotgun that Spengler had with him Monday when volunteer firefighters Michael Chiapperini and Tomasz Kaczowka were gunned down. Three other people, including two other firefighters, were wounded before the 62-year-old Spengler killed himself. He also had a .38-caliber revolver, but Nguyen is not connected to that gun, police said.

Investigators were still working Friday to confirm their belief that a body found in Spengler's burned home was that of the sister he lived with, Cheryl Spengler, 67.

U.S. Attorney William Hochul said Nguyen bought the two guns on June 6, 2010, on behalf of Spengler. Police used the serial numbers on the guns to trace them to Nguyen.

"She told the seller of these guns, Gander Mountain in Henrietta, N.Y., that she was to be the true owner and buyer of the guns instead of William Spengler," Hochul said. "It is absolutely against federal law to provide any materially false information related to the acquisition of firearms."

During an interview late on Christmas Eve, she told police she had bought the guns for personal protection and that they were stolen from her vehicle, though she never reported the guns stolen. The day after the shootings, Nguyen texted an off-duty Monroe County Sheriff's deputy with references to the killings. She later called the deputy and admitted she bought the guns for Spengler, police said Friday.

That information was consistent with a suicide note found near Spengler's body after he killed himself. The rambling, typed letter spelled out Spengler's intention to destroy his neighborhood and "do what I like doing best, killing people."

Nguyen is scheduled to return to court on Jan. 8. She declined comment Friday, and a working phone number for her lawyer could not be found.

The .223-caliber Bushmaster rifle, which had a combat-style flash suppressor, is similar to the one used by the gunman who massacred 20 children and six women in a Newtown, Conn., elementary school earlier this month.

As police announced the charges against Nguyen, a clearer portrait of Spengler began to emerge, in the words of wary parole commissioners who kept him locked up until the law said they had to let him go.

At his final parole hearing in 1995, the then-45-year-old Spengler repeated his desire to get out of prison while he still had time to rebuild his life. He also took issue with a previous decision not to release him because the board believed he remained a danger to society.

"You know, the only area of confusion, the last Board, they said that I might be a danger to the community at that time," he said. "I can't figure out where in my record it shows that."

"Well, 13 shots to the head. The grandmother. You killed a 92-year-old woman. We are worried about that," a board member replied. "There might be another occasion where you lose your temper and you might repeat that behavior. That is what frightens us. That frightens us."

During four hearings between 1989 and 1995, Spengler quarreled with parole board members over details of his grandmother's killing, insisting each time he'd only hit her three times on the head with a hammer while evidence pointed to 13 blows, and initially saying he couldn't explain why the attack happened.

He told the commissioners he took care of his father's mother in her home next to his because others in the family had difficulty dealing with her, in part because she could be violent. He denied insinuations he was taking financial advantage of Rose Spengler.

The transcripts reveal a well-spoken man, proud to be staying out of trouble in prison and earning positions of trust and responsibility, even time out of prison with a work crew that did renovation work in places including a century-old chapel. The board members mention Spengler testing high for intelligence and noted he came to prison with no other crimes on his record, had only dabbled in drug use and had a spotty work history, mostly as a house painter.

On the day of the killing, he said, he planned to nail shut a basement door to prevent his grandmother from going down and endangering herself. But he said she attacked him, inadvertently kneed him in the groin, and he hit her with the hammer.

"So why do you think you killed her?" Spengler was asked in 1989.

"I still haven't figured that out. It was matter of just wanting to get out. She was between me and the door," he replied.

"She was just a little, bitty old lady," a board member commented.

"I realize that. That's why I still can't explain it," Spengler said.

Ana White, who runs a popular website devoted to woodworking for women, came out with her first book this fall. The cover of The Handbuilt Home showcases a huge hammer and a fair amount of pink. Inside, close-up shots of well-crafted, brightly painted sideboards, console tables, and play kitchens, look like they were taken from a Pottery Barn catalog, only White includes instructions on how to build them yourself. There are photos of smiling young? women who?ve used White?s carpentry plans, alongside their testimonials (?This great console table, with the matching hutch, really is a simple project?) and tips (?It helps to use a shelving jig from a woodworking store?).

White isn?t the first to target an increasingly visible demographic of women who want to build their own furniture, but she?s one of the savviest. Her website, ana-white.com, is an amalgam of the ideals of American womanhood, blending a pioneer woman?s can-do spirit with the intimate tone of a mommy blogger. White, once a self-described Alaska ?housewife? and stay-at-home mom, says she was ?afraid? of power tools until a turning point in 2007. She and her husband were broke, sleeping on a mattress on the floor, and she realized that the only way they?d ever afford a well-made bed was if she made one herself. Five-foot-four and size 2, without the strength and heft one associates with home improvement gurus, White was also juggling the demands of a newborn baby when she designed and built that farmhouse bed. If I can do it, her message to other women goes, of course you can.

?I?m not a trained carpenter; I?m just a mom,? White, 32, told me over the phone from Delta Junction, which is so remote?seven hours from a Target?that she?s had almost no choice but to embrace the DIY ethos for almost everything, from the paper banner for her daughter?s birthday party to a tiny picnic table for her American Girl doll. ?After I built my first piece of furniture, I realized it doesn?t take an incredible amount of skill with the tools we have available today. It just takes a really good plan and someone telling you, ?Yes, you can do this.? ?

White?s message of power-tool-empowerment is echoed by a number of other women?s carpentry blogs, some of which have winking names like Pink Toes and Power Tools, and Pretty Handy Girl. Home Depot?s free Do-it-Herself workshops are couched in the language of Weight-Watcherian validation, inviting you to come build ?an interior two-tiered wreath chandelier? while building ?confidence? in a ?female-friendly environment.? A line called DIYVA (groan) offers an ?Ultimate Tool Kit? for the ?girl-on-the-go,? while a company called Tomboy Tools gets its saleswomen to host Tupper-ware-style ?tool parties? selling pink drills and pink jumper cables.

Putting aside the irritating assumption that grown women will only purchase power tools in a color associated with toddler girls, the trend speaks to an economic reality. Single women made up 19 percent of all first-time home buyers in 2012, compared to 11 percent of single men. If women are buying their own houses, they?re also the ones fixing them up. Their growing willingness to repair a loose stair themselves, or for that matter, build a custom coffee table, represents the latest in a long line of traditionally male areas colonized (and in many cases, dominated) by women, including professional sports and lucrative fields like medicine, pharmacy and the law.

I became interested in White?s website, ironically, because of my husband. He?s one of her rare male readers?89 percent of White?s Web visitors are women?and built a beautiful picnic table for our deck using one of White?s free designs. When he bought her book as a kind of thank-you for that design, I started reading her. White?s website, which mixes her own designs with a blog about her life and a bragboard featuring work by readers, is geared toward carpenters of all levels. In her section called ?tips for newbies,? she posts large pictures of tools with explanations of exactly how to use them. She also writes about doing carpentry when her daughter was just born?how she?d drive around till her daughter fell asleep, then park the car right outside the garage, where she kept her tools, and work furiously till her daughter woke up.

White?s conversational tone is a far cry from many male-oriented woodworking sites like Popular Woodworking magazine, which tends to feature blog entries on wood-nerd topics like ?All Oilstones are not Equal? and ?New Crisscross Hardware?Very Excited!? Here?s White: ?The lumber aisle is huge, and everything might look the same. ? Ask an associate to send you to the ?whitewood or pine board section.? ? And: ?Okay, so here's how to cut.? She discourages her readers from buying more tools than they need, especially if they?re just starting out. Eventually, she writes, you will want ?an expensive compound miter saw,? but to start, go with something less pricey: ?I think a jigsaw is less intimidating than the circular saw.?

OSHA pops Champagne Demolition for retaliation ? Business ...

Champagne Demolition in Albany faces an OSHA lawsuit claiming that it illegally fired an employee for reporting improper asbestos removal practices at a company worksite. If true, that?s a violation of the Occu??pational Safety and Health Act.

According to the lawsuit, the em??ployee reported the improper pro?cedures on a job at Gloversville High School. He was fired the next day after enduring verbal abuse from company officials. OSHA says the company even threatened to sue the employee.

The worker filed an OSHA whistle-blower complaint and the agency investigated. After largely substantiating his story, it filed suit on his behalf.

OSHA?s lawsuit seeks the em???ployee?s reinstatement with lost wages, plus punitive and compen?satory damages, payments for emotional and financial distress and removal of any reference to the incident from the man?s personnel rec??ord. Barring a settlement, the case will go to trial.

&#39;Magic Bullet&#39; for Healthcare Costs - Health Hub from Cleveland Clinic

There are some people who say there is no simple way to lower the high cost of healthcare. They?ll tell you the problems are too complex and the system too entrenched. But I disagree. I?d like you to consider another possibility. It may not eliminate our cost problems altogether. But it has the potential to bring them down to manageable size.

It is estimated that 75 percent of the $2.7 trillion the United States spends on healthcare annually goes to treat diseases that are almost entirely preventable. The Centers for Disease Control lists the top five as heart disease, cancer, stroke, lung disease and diabetes.

As a thoracic and cardiovascular surgeon, I operated on more than 22,000 patients. Most of them had one or more of these preventable conditions. Most were smokers, or overweight, or sedentary, or some combination of those three.

Healthcare reform is important. But?providing education and advocacy around wellness could be the ?magic bullet??to?help bring healthcare costs under control.

Role of wellness

Human behavior is complex. And there are many factors that?influence our lifestyle choices that contribute to?making us obese, sedentary and tobacco-addicted. But there is one big difference between wellness and every other healthcare cost solution. Wellness is entirely under our control.

The burials began Monday, Dec. 17, just three days after evil rained down upon Sandy Hook School in Newtown, Connecticut. On Saturday, Dec. 22, just two days before many of the massacred would have, should have, celebrated Christmas Eve with their families, the last of all 26 innocent victims were laid to rest in peace ? their souls bound up in the bonds of eternal life.

Twenty-six souls ? 20 of them forever 6 and 7 years old ? lost amidst a haze of gunfire, gunpowder and violence. Within minutes, they were gone. Within hours of hearing that their loved ones had perished, families, still in the throes of denial and anger, began to compose stories of their loved ones. These were based upon the Pulitzer Prize?winning New York Times "Portraits of Grief" section, which was created in response to the Sept. 11, 2001, terrorist attacks.

The profiles were "stories, anecdotes, tiny but telling details that seemed to reveal something true and essential about how each person lived.... The profiles... were closer to snapshots ? concise, impressionistic, their power at least as much emotional as intellectual. And, they were utterly democratic." And yet, "each profile is only a snapshot, a single still frame lifted from the unrecountable complexity of a lived life."*

Like an onion, layer by layer the stories and faces of the Sandy Hook School victims came into focus. And, like an onion, each individual story brought tears to our collective eyes as we learned about each person unfairly robbed of the chance to reach his or her full potential and each family robbed of helping make those dreams a reality. We learned about the child who wanted to be a firefighter... the teacher who hid students in the closet... the boy who idolized the New York Giants... the teacher who idolized the Miami Dolphins... the girl whose mother finally allowed her to wear her favorite dress to school that fateful day... the boy who enjoyed playing baseball with his dad... the extraordinarily smart and cute boy gunned down, while his twin sister survived... the first-grade boy with special needs found cradled in the arms of his special education aide, who also died as she tried to shield him from harm.

The. First. Grade. Boy. With. Special. Needs. Found. Cradled. In. The. Arms. Of. His. Special. Education. Aide. Dylan Christopher Jack Hockley, age 6, and his special education aide Anne Marie Murphy, age 52, entered into eternity together. Like Dylan, whose family lives 20 minutes from my own, my son is a first grader with autism spectrum disorder. Like Dylan, my son is in a typical classroom and has a one-on-one aide by his side. And my heart and soul believe that Ethan's educators and paraprofessionals, as did Dylan's, would sacrifice their lives to protect his. There but for the grace of G-d go I...

Just as Anne Marie had loved and protected Dylan during his short life, she loved and protected him during what was, hopefully, a death without suffering.

"We take great comfort in knowing that Dylan was not alone when he died," his parents, Ian and Nicole Hockley, said.

They went on to say that "Dylan loved Mrs. Murphy so much and pointed at her picture on our refrigerator every day.... Though our hearts break for Dylan, they are also filled with love for these and the other beautiful women who all selflessly died trying to save our children.... We cannot speak highly enough of Dawn Hochsprung and Mary Sherlach , exceptional women who knew both our children and who specifically helped us navigate Dylan's special education needs.... Dylan's teacher, Vicki Soto , was warm and funny, and Dylan loved her dearly."

At Dylan's funeral, his mother told a story about asking Dylan why he sometimes flapped his arms, as some children with autism do. Given Dylan's limited language, she expected no answer. But Dylan surprised everyone when he said, "Because I am a beautiful butterfly."

Catching up

Outside, after Dylan's service, the mourners watched as Jake, Dylan's brother, released 26 symbolic balloons ? 20 purple for the children, six white for the adults. After a beat, another purple balloon was released, which drifted up to the others, in a proverbial game of catch up. You see, when you have a child with autism, you learn that your child's life will be one long symbolic pursuit of catching up.

A woman of valor

At Anne Marie Murphy?s funeral Mass, led by Cardinal Timothy Dolan, the archbishop of New York said, "Annie's life and death bring light, truth, goodness and love to a world often shrouded in darkness, evil, selfishness and death."

Her Mass began with a reading from the Book of Proverbs : "She opens her arms to the poor and extends her hands to the needy.... Many women do noble things, but you surpass them all.... Honor her for all that her hands have done and let her works bring her praise."

Even in death, Anne Marie will protect children with autism; her family requests that in lieu of flowers, donations be made to Autism Speaks.

"Annie's life and death bring light, truth, goodness and love to a world often shrouded in darkness, evil, selfishness and death"

Divine intervention

While the Hockley, Murphy and 24 other families mourn their loved ones, here I sit in my own home, blessed to faintly hear my son playing the piano in another room. I am moved and awed to hear him play Led Zeppelin's "Stairway to Heaven," a song he's never played before. Perhaps Divine Intervention, or Anne Marie's and Dylan's spirits, are responsible. There is no logical way to explain how my son, out of the blue, plays a new song whose apropos lyrics talk about "a lady we all know, who shines white light and wants to show, how everything still turns to gold."

Surely, Anne Marie is the lady who shines light and goodness, as she continues to assure Dylan that everything will be all right. Except this time, Dylan no longer needs to be cradled in the safety of Anne Marie's loving arms. Now, Dylan truly is that beautiful butterfly he always wanted to be. And this time, when he flaps his wings, he can ascend the stairway to Heaven all by himself. He is, after all, a butterfly. And butterflies are free.

Detroit News:

Detroit -- Mayor Dave Bing pledged last week to get tough on the city's debtors, but he and other mayors have never collected on tens of millions of dollars that could be owed by the owners of the Detroit Red Wings.

A little-known provision in Olympia Entertainment's lease of city-owned Joe Louis Arena and Cobo Arena promises Detroit a 25 percent share of cable television rights for live events. That's been the deal since 1980, but Detroit hasn't been able to collect a dime, according to city documents obtained by The Detroit News.

Netflix suffers Christmas Eve outage, points to Amazon

NEW YORK (Reuters) - An outage at one of Amazon's Web service centers hit users of Netflix Inc.'s streaming video service on Christmas Eve and was not fully resolved until Christmas day, a spokesman for the movie rental company said on Tuesday.?

The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles such as Nintendo Wii and PlayStation 3 to Blu-ray players.?

Evers said that the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia, and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored Tuesday morning, although streaming was available for most users late on Monday.?

"We are investigating exactly what happened and how it could have been prevented," Evers said.?

"We are happy that people opening gifts of Netflix or Netflix-capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

An outage at Amazon Web Services, or AWS, knocked out such sites as Reddit and Foursquare in April of last year.?

Amazon Web Services was not immediately available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

capture. create. inspire.: Last Minute Gift Ideas with Epiphany Crafts

The holidays are quickly approaching and I want to share a couple of quick and easy ideas you can use to?put together some last minute gifts using Epiphany Crafts tools and accessories.

First up?is this set of?candle holders. It only takes minutes to make them?with just a few supplies. I wrapped the wire around the candle holder a couple of times and then twisted?the wire around a pencil to curl it- you will want to leave a bit of the wire uncurled for the next step. ?After putting together my photo charms I added them to the wire and formed a small loop?from the remaining wire to secure them in place.

My second gift idea also uses the same metal charms to make this fun bookmark. A look at tough issues awaiting Obama's final term

As President Barack Obama approaches his second and final term, he will have to decide where to be ambitious, where to be cautious and where to buy time. A look at some of the big issues Obama will have to tackle when he returns to Washington after a Hawaiian vacation:

GUN CONTROL

Nothing lends an issue a sense of urgency like a harrowing tragedy that leaves the nation feeling shell-shocked. Shortly after the Dec. 14 school shooting in Connecticut, Obama said gun control would be a central issue in his second term, and named an interagency task force to recommend anti-violence legislation, with Vice President Joe Biden taking the lead. Meanwhile, pro-gun Democrats and even a few Republicans have expressed a willingness to consider new gun regulations, a shift that many have described as a "tipping point" in the age-old efforts to impose more stringent restrictions on gun ownership.

But the National Rifle Association has made clear it won't play ball. Instead of new gun laws, the NRA's chief executive officer proposed putting armed guards in every school, highlighting the sizable rift between gun-rights advocates and gun-control supporters that will complicate Obama's efforts to get something through Congress.

Obama's Democratic predecessor, President Bill Clinton, pushed an assault weapons ban through the Democratic-led Congress in 1994, prompting fierce pushback from gun-rights groups. Clinton later would credit the NRA with shifting the House majority to the GOP for the first time in 40 years, although other factors including a House bank scandal played big roles, too. The Clinton-era ban expired in 2004 and has not been renewed.

FISCAL CLIFF

Politicians of all stripes say Obama's first priority is to resolve the deep partisan divide over tax-and-spending issues, exemplified by repeated impasses over two years that led to this week's showdown on the "fiscal cliff." Obama and members of Congress left town for the holidays with no clear path forward to avert the combination of across-the-board spending cuts and tax increases that economists have warned could send the U.S. economy teetering back into recession.

The measures are set to take affect at the beginning of January if Congress doesn't act in the final few days of 2012, but high-stakes negotiations between Obama and House Speaker John Boehner, R-Ohio, have devolved, with Boehner unable to show he can muster the Republican votes to support a compromise reached with Obama. "God only knows" how a deal can be reached now, Boehner declared before heading out for the holidays.

An even higher-risk conflict may arise in a few months. Congress again must either raise the federal debt ceiling by late February or early March ? or see the government default on its loans.

IMMIGRATION

In his first news conference after the election, Obama promised to begin work on a major immigration bill soon after his January inauguration. But with a full plate of other pressing issues, it remains to be seen how much of his attention the issue will garner. After all, immigration reform advocates have criticized Obama for failing to follow through on his promise to make immigration reform a top priority during his first term.

Obama won a big majority of Hispanic votes in both of his elections. The trend alarms Republican strategists, who fear their party won't win another presidential election until it repairs its bad relations with Latinos. That could provide an historic opportunity for Democrats, who have long sought comprehensive immigration reform, to reach a deal with Republicans even where previous bipartisan deals have flopped.

The Republican-controlled House already has taken its first steps toward showing it's ready to pursue a new way forward on immigration, voting last month to make green cards accessible to foreign students graduating from U.S. universities with advanced science and math degrees. A more sweeping bill presumably would deal not only with legal residents but also with the estimated 11 million people in the U.S. illegally ? a major sticking point in past immigration battles.

NATIONAL SECURITY

Not all of Obama's second-term puzzles are at home. The end to the war in Iraq and the drawdown of U.S. forces in Afghanistan present ongoing challenges, as do the civil war in Syria, political turmoil in Egypt and instability and violence in northern Mali. Also, it remains to be seen whether Republican indignation over inadequate security at the U.S. diplomatic mission in Libya where four Americans were killed on Sept. 11 will continue to vex Obama next year.

The start of the Obama's second term also means a shake-up within his Cabinet. On Friday, Obama nominated Sen. John Kerry, D-Mass., to succeed Secretary of State Hillary Rodham Clinton when she steps down early next year. Kerry's nomination is expected to easily clear the Senate, where he has served for the last six years as chairman of the Foreign Relations Committee.

It may not be smooth sailing when it comes to nominating a new military chief. Former Sen. Chuck Hagel, R-Neb., considered to be Obama's leading candidate to replace Defense Secretary Leon Panetta, is facing intense criticism on a number of fronts, including his views on Israel and Iran, and comments he made in 1998 about an openly gay nominee for an ambassadorship.

Syrian rebels fully capture town near Turkey

BEIRUT (AP) ? Syrian rebels fully captured a northern town near the Turkish border on Tuesday after weeks of siege and heavy fighting, activists said.

The takeover of Harem, a town of 20,000 in northern Idlib province, was the latest in a string of recent rebel successes that include the capture of wide areas along the border with Turkey. Most of those areas have been in northern Aleppo province, where anti-government forces have captured at least three large military bases.

The Britain-based Syrian Observatory for Human Rights said the rebels captured Harem in the early hours of Tuesday. Mohammed Kanaan, an Idlib-based activist, said the last post to be taken was the historic citadel, which overlooked the town. The army had turned the citadel into a military post.

"Harem is fully liberated now," Kanaan he said via Skype. He added that as the rebels pounded army posts and checkpoints in Harem, the troops withdrew to the citadel that later fell in the hands of rebels.

Rami-Abdul-Rahman, who heads to Observatory, said nearly 30 soldiers and pro-government gunmen surrendered late Monday. He added that rebels set free all gunmen at the age of 16 or less and referred others to local tribunals.

"Harem was very important because it is one of the towns that was loyal to the regime," Abdul-Rahman said by telephone about the town that is nearly a mile from the Turkish border.

In his traditional Christmas address, Pope Benedict XVI decried the slaughter of the "defenseless" in Syria, where anti-regime activists estimate more than 40,000 have died in fighting since the uprising against President Bashar Assad's rule began in March 2011.

The pope encouraged Arab spring nations, where long-serving dictators were forced to step down.

In Aleppo province, which neighbors Idlib, local activist Mohammed Saeed said rebels attacked a military base in the town of Mannagh near the border with Turkey. He said it is one of four air bases in the province.

Regime forces have been using helicopters to carry supplies to besieged areas and to attack rebel positions.

The regime has had increasing difficulty sending supplies by land to Aleppo province after rebels captured in October the strategic town Maaret al-Numan. The town is on the highway that links Damascus with Aleppo, Syria's largest city and commercial center and a major battleground in the civil war since July.

"Airplanes and helicopters are the only way to send supplies since the Free Syrian Army controls the land," Saeed said. He added that rebels are also laying a siege to Aleppo's international airport known as Nairab and threatening to shoot down military or civilians planes using it.

In the Damascus suburb of Jaramana, opposition gunmen ambushed the head of military intelligence in the area and seriously wounded him. He later died of his wounds, the Observatory said.

In Israel, top officials said they cannot corroborate Syrian activists' claims that the regime has used chemical weapons against its citizens.

Vice Premier Moshe Yaalon told Army Radio that Israel has "no confirmation or proof" the regime has employed such weapons in the civil war. He says Israel is "monitoring the situation with concern."

Defense Ministry official Amos Gilad told Israel Radio that Syria was closely guarding its chemical weapons stockpiles.

On Monday, the Observatory quoted activists in the central city of Homs as saying that six rebels died in two neighborhoods the day before after inhaling white smoke that came out of shells fired by government troops in the area. Amateur videos released by activists showed men in hospital beds suffering breathing problems as doctors placed oxygen masks over their faces.
